President Gurbanguly Berdimuhamedov held a working meeting on digital video communication with the participation of the khyakims of the velayats and the capital. The issues of implementation of large-scale transformation programs, seasonal agricultural work, preparation for commissioning of facilities in honor of the 25th anniversary of Turkmenistan's neutrality were discussed.
The head of state was the first to call the khyakim of the city of Ashgabat Y. Gylydzhov to direct video communication, who reported on the state of affairs in the capital, and the comprehensive measures taken to improve it. It was also reported on the progress of construction of large facilities.
Having listened to the report, the Turkmen leader noted the low rates of work carried out in Ashgabat. Stressing the importance of a responsible approach to solving problems of the further development of the capital, the President of the country addressed the khyakim with specific instructions, including to maintain cleanliness in the city, strictly ensure the uninterrupted functioning of utilities.
The head of Turkmenistan noted that in the implementation of the planned transformation plans, all aspects should be taken into account, both social and domestic, engineering, transport and communication, and environmental.
Along with this, the attention of the head of the capital's administration was focused on preparations for the next winter season, in connection with which the heating systems of schools, kindergartens, residential buildings should be brought into proper operational condition in advance, and if necessary, they should be repaired.
The khyakim was also instructed to keep under unremitting control the quality and timely execution of work on Ashgabat new buildings, especially on those, which are scheduled to be commissioned on the occasion of the anniversary date - the 25th anniversary of Turkmenistan's neutrality, compliance with fire safety standards in the city.
Then President Gurbanguly Berdimuhamedov called the khyakim of the Akhal velayat Y. Gurbanov via digital video connection, who reported on the state of affairs in the region, preparations for the cotton harvest and sowing winter wheat. It was also reported on the progress of construction of a number of important facilities, measures being taken to modernize the social infrastructure at the local level, to ensure the readiness of engineering networks for the heating season.
After listening to the report and touching upon the topic of "white" harvest, the head of state emphasized the importance of observing agrotechnical standards when performing proper work on cotton fields. Along with this, it was noted that high-quality sowing of winter cereals at the optimal time and the subsequent comprehensive care of the crops is the key to obtaining a generous wheat harvest next year.
In this regard, the President gave instructions on organized preparation for the upcoming important campaigns of agricultural machinery, equipment, including harvesters, seeders, vehicles, as well as receiving points and cotton ginning enterprises.
The President ordered to ensure the coordinated activities of the relevant structures, the creation of all conditions for highly productive work and good rest for farmers.
Focusing on the key areas of development of the agro-industrial complex, the head of the Turkmen state addressed the khyakim with specific instructions on sowing winter potatoes, vegetables and other crops on time, and taking proper care of them.
Focusing on the tasks of systematic improvement of the social and living conditions of the population, the President also ordered to strengthen control over the progress of work at the facilities being built in the velayat, which should be put into operation on schedule and meet modern standards in all respects.
The head of state instructed the head of the regional administration to ensure a high organizational level of preparation for the new heating season, to take measures to check the state of the relevant engineering systems, to keep issues of compliance with fire safety rules under review.
Continuing the meeting, the head of state summoned the khyakim of the Balkan velayat T. Atakhalliev to a live video link, who reported on the ongoing work in the western region, including in the agro-industrial sector. It was also reported on the state of affairs in new buildings, the opening of which is scheduled for the 25th anniversary of the permanent neutrality of Turkmenistan.
Summing up the report, the President ordered to keep the coordination of seasonal agricultural work under unremitting control, paying special attention to the organization on an integrated basis of the cotton harvesting campaign and sowing of winter cereals.
It is necessary to ensure timely plowing and leveling of the fields allocated for wheat, full readiness for sowing of machinery and specialized equipment, and supply farmers with high-quality seed material. It is also necessary to take the most responsible approach to the solution of organizational issues of the approaching "white" harvest, to take measures in advance to collect cotton without loss and safety, the President stressed.

General of the Army Gurbanguly Berdimuhamedov, President, Supreme Commander-in-Chief of the Armed Forces of Turkmenistan, held a regular meeting of the State Security Council via video conferencing.
On the agenda are the results of the work done by the military and law enforcement agencies over the seven months of this year, as well as issues of ensuring security and peace in an independent state, further strengthening the material and technical base and improving the activities of law enforcement agencies.
Opening the meeting, the head of state gave the floor to Defense Minister B.
